Flooding in Scotland- Flood Defences Questionned

Recently in class we have been studying the managemant of rivers, and how this can sometimes fail. There has been recent flooding in the village of Milnathort in Scotland due to heavy rain. There have recently been flood defences put in place, but these failed. For more on this story, the BBC has an article, and there is also a useful video clip on the right hand side.
